Her name was confirmed by A Hat in Time's twitter.
This is a line lifted from the now deprecated A Hat in Time Fandom Wiki, where they provide a source for this claim. I tried to track it down to add to this wiki but unfortunately this Tweet was never archived ;-;. There was another Tweet, but it was sadly also lost to time.
Our next best bet is the FAQ as it provides a really easy to link to source as well as walking you through how to see Bow Kid's name in-game. Also pretty nifty for the fact it can be used in the pronouns section, as 100% unique citations for Bow Kid's deets are naturally harder to come by.

Believe it or not, her design and signature Bow come from the game's 2D art director Jenna Brown. Thankfully, the Twitch stream this information comes from is available on YouTube.

Could be noted in parenthesis that Bow Kid's voice is Hat Kid's voice pitched down by 7%, though this effect only applies locally and does not sync over Online Party.
Equipment
Bow Kid unfortunately does not have any flairs for her Kid's Hat besides the flower crown. Besides the Completionist's Kid's Hat, she cannot even add the other Kid's Hat flairs to her save data due to them not appearing in her Rift Roulette, so they can be removed.
Relationships Section on Hat Kid's profile: Bow Kid (While Hat Kid and Bow Kid never directly interact in the game as Bow Kid replaces Hat Kid as a playable character, it is likely that Bow Kid is a friend of Hat Kid as she can help her out in multiplayer mode. Which the multiplayer mode notes "Collapse dimensions together and see your friends", meaning Bow Kid is a friend of Hat Kid.)
Should be noted that Bow Kid is referred to as Hat Kid's best friend on the official website.
