Given that the portable railguns are minituarized versions of the same technology [https://mgsdb.com/en/enc/215/1 according to the MGS4 database] and shoot much smaller projectiles than a nuclear warhead/missile It isn't a stretch to say they should have the same level of speed.

Very basic reaction feat, the blade is is 76 cm in length

Distance to blade

In the time it takes for the bullet to cross that distance Gray Fox has twisted his blade 180°, therefore
