A lot of scaling spread around about the Power Rangers has them, in their regular ol' unmorphed states, at suuuuper high tiers, from one very very stretched scaling chain that is just not consistent enough to use.

What is normally used is that Unmorphed Rangers = Goldar, who scales to Rito Revolto. This is because of one single fight where base Tommy is able to hold his own against Goldar. Goldar later scales to Rito via them both just being strong villains, and then there's the Rito feat where he crash lands into the moon with this much power.

The feat itself is fine, nothing wrong with that. The problem lies in actually scaling that back to the Unmorphed Rangers? This is a feat that Rito did not preform uber-casually, it had to be actually wound up through him charging towards the moon, and thus his normal fighting strength would not be this powerful. Goldar scaling to this in normal combat would be very strange, first off.

Secondly, it's just very inconsistent. Goldar is able to fight almost evenly with even the White Ranger in cases, who should realistically be far above regular Tommy. Having Tommy beat Goldar and then White Ranger match Goldar just does not match, it's the textbook definition of inconsistent. Especially to the point where you'd be able to scale Unmorphed Tommy all the way up to Rito's crash landing on the moon, its too much of a stretch.


So what is consistent for Unmorphed Rangers?

Well, fairly average human levels. As would be expected for normal humans. Jason, long after being a Ranger, is able to contend with regular humans in a martial arts contest; to the point where he only manages to tie with Tommy, who at the time was not yet a Ranger.

Carter Grayson, is extremely skilled in martial arts, and is an experienced firefighter; on top of his status as a Red Power Ranger. And yet, despite this, he is described by Ms. Fairweather as being an ordinary person.

Rangers are also just in general, normal people who take on incredibly powerful powers in the form of Morphers. That's the entire point of the show. Their fighting skills definietely improve as the seasons go on, but there's absolutely no reason why their Unmorphed forms should be getting physically *stronger* (to the point where they would be in tiers like Island Level).

There are obviously a few exceptions to this, of course. Ryan Mitchell was able to handle the Titanium Ranger powers without trouble when an "ordinary person" like Carter could not, likely due to Ryan's training under demons for a decade. That's just one example, but there are a few exceptions to the rule. It's case-by-case, though generally an Unmorphed Ranger should be considered a normal person.
