Update as of May 24th, 2023 this feat is no longer viable to use in the manga. This is because in the manga Dio only slices a pillar with his SRSE which doesn't happen in the anime. Along with this Battle Tendency shows SRSE doesn't even have the range to reach the clouds making this feat completely unusable.

Introduction

In the anime adaption for Phantom Blood, Dio's SRSE reaches the clouds in a very short amount of time

Any vampire that can use SRSE has this attack speed when using it. Part 2 characters can dodge and block this attack so they would scale.
