According to the official richter magnitude scale: https://en.wikipedia.org/wiki/Richter_magnitude_scale

This would fall under a magnitude IV or 4.0: “Noticeable shaking of indoor objects and rattling noises. Felt by most people in the affected area. Slightly felt outside. Generally causes zero to minimal damage. Moderate to significant damage very unlikely. Some objects may fall off shelves or be knocked over.”

We know it wasn’t felt by everyone because no one makes mention of massive earthquakes/vibrations later on in guardia castle or the fiendlord bridge.
