Background
Fubuki, also known by her hero alias Blizzard of Hell is the B-Class Rank 1 professional hero of the Hero Association. She is an esper, the younger sister of Tatsumaki, and the leader of the Blizzard Group, a B-Class hero faction. She and her sister are known as the Psychic Sisters. Fubuki is currently trying to recruit Saitama into her group.
Personality
- Domineering: Fubuki believes all B-Class members should join her group, viewing it as there being no greater honor then being selected to join her group[1]. Anyone in B-Class that refuses she will attack. Saitama notes she does this for strength and to secure her rank[2]. She later reveals she's made them to try and surpass her older sister, Tatsumaki's, individual exploits[3].
- Care for Group: She cares deeply for the group, being dedicated to maintaining the look and environment appropriate of her position[4]. Spending her days working hard for the betterment of the organization. Including things like getting a better car for the group where she worked multiple bounty jobs in order to get money[5]. As she viewed Genos as a subordinate of the Blizzard Bunch she refused to abandon him when he was about to self-destruct and used all of her psychic power to heal and supress him[6].
- Belief in Heirarchy: Fubuki has a very strong belief in hero hiearchies and factions[7], something Saitama opposes and doesn't believe heroes should care about heiarchy[8]. Her hierarchal beliefs is shown with how she views Speed-o'-Sound Sonic's combat skills as S Class and believes just because Saitama is B-Class, he'll lose[9]. She also believes do this this hierarchy, a Class-S hero would never hang out with a Class-B hero[10]. Saitama notes that she worries far too much about rank, measurements, and group numbers with her retorting back that those things are imprtant to for showing she's stronger than others and to stand above others to show no weakness[11].
- Doubt in Herself: Fubuki heavily doubts her own abilities, despite what she can truly do with her psychic powers, she believes she can never reach the stop of A Class and that she can get nowhere near the level of S Class[12]. Believed herself to lack the networking skills due to King single-handedly beating all of her men in a gaming competition and viewing herself as lower then Class C just because the ranking on a Okame device said so[13]. A lot of her self-doubt comes from her over reliance to try and act like her older sister, Tatsumaki[14].

All beings in One-Punch Man have a Limiter which through trying to break it[64], starts granting them the following abilities:
Indomitable Will (One that breaks their limiter need to have extreme will to continue[65]), Pain Tolerance (As they constantly need to put constant pressure on both their body and mind[66]), Accelerated Development (Passive, Physical Stats & Abilities; Limiter Removal, allows for endless growth as there is no intrinsic limit placed on people[67]), Adaptation (Garou has shown to increase himself to blitzing and overpowering Darkshine, who previously managed to break his entire ribcage, by breaking his limiter[68]), Supernatural Resilience (Characters like Garou were able to survive being ripped apart and a hole in his chest[69]), Resurrection (To experience explosive growth, one must be on the brink of death and die than resurrect[70]).
Resistance to BFR (Forced Teleportation; Child Emperor due to his strong will, can break out of Pheonix Space[71]), Mind Manipulation & Absorption (Psykos resisted Orochi absorbing them into them and taking over their mind through sheer will[72]), Telekinesis (Garou with his sheer will couldn't have his movements negated by Gyro Gyro[73]), Sleep Manipulation (Through sheer will and getting pumped up Metal Bat can resist the tranquilizing odor that made him nearly lose consciousness[74]), Empathic Manipulation (Fubuki is able to resist Monster Princess' whip due to having a strong will where her whip can turn one into a slave[75]), Power Nullification (Limits are meant to be intrinsic limits placed on people[76])

- Hellstorm: Jumbling together scattered rubble with a windstorm, she assaults the enemy with countless gravel. Piling onto that, she fires bundles of sharp air. Her absolute domain destroys and buries anything and everything.

Standard Tactics: Fubuki will use her psychic powers against her opponent, if her opponent is going against her psychic powers, she will try to get in close to hit them with a boxcutter.
Weaknesses: Fubuki greatly doubts her abilities, believing she can only stay B-Class, despite having psychic abilities allowing her to protect S-Classes. She strongly believes in hierarchy to the point that she believes she cannot beat something if it's above B-Class, though after meeting with Saitama, she slowly stops believing this.
Note
- One-Punch Man has a weird two chapter numbering system, one based on those published in volumes and one based on the online chapters, along with the numbering being further messed with due to redrawn chapters and merges/splits, due to this it is not viable to do references to chapters, but rather through arcs.

- Fubuki likes being at the top of the Fubuki Group and branded goods that suit her[77].
- Fubuki dislikes B-Class heroes who don't greet her, traffic jams, and cheap stuff[78].
- Fubuki's hobbies include shopping, self-imrpovement, and collecting high-heeled shoes[79].
- Her hero name orgin comes from the devestaton created by her raging winds painting a hellscape, this is why the suffix "of Hell" was added to her real name, Fubuki (Blizzard)[80].
- On Child Emperor's Okame ranking, Fubuki is 19, though this is noted to be due to the device not being able to measure psychic abilities[81].

- Note: Monster Princess fled from the battle due to Tatsumaki appearing, though before that Fubuki was overpowering her, thus it is very likely Fubuki would have won this without Tatsumaki's interference.

- Conditions: Match was a rematch for Supr S and Fubuki. Fubuki & Bang were together and Super S tried to use hostages.
