Hercule is noted to be one of the strongest humans without ki, so he possesses some pretty immense strength. He has broken apart tiles. He also possesses fake explosives that could give Dan trouble.

Dan though has some pretty large power himself. The typical strength for street fighter characters has them easily destroying cars, and he himself broke a punching bag until there was no trace.

Funningly enough, I think Dan has the superior martial arts. We haven't really seen a clean win from Herucle on screen, we just vaguely know that he beat a Spopovich that didn't have the majin amplification in the past. Meanwhile Dan could easily take down fighters apart of the tournament Karin made in Sakura Ganbaru and only lost due to Ken Masters fighting him.

Dan also knows how to use chi while Hercule does not know how to use ki, giving him the elemental advantage of being able to strength himself with chi.

The biggest issue is Hercule's bombs though he needs to trick someone with them and wouldn't immediately use it on someone considered human. He also didn't think of it as a plan against Cell.

Overall I think Dan takes it due to better overall martial arts and the ability to channel chi which Herucle cannot do.

Well damn, i guess Dan Hibiki truly is the strongest human on earth now. Also want to add that Dan can continuously stun Satan by comboing him, something he has nothing against.

Dan Hibiki seems much more skilled and his ki control gives him a significant advantage.
