Introduction
I was going to hold off on this for when I get back to Mega Man, but this would honestly just be a good point to start much like Mario.
Currently the Mega Man pages are visually fine but the reasoning for their levels leave a lot to be desired, along with this characters like Mega Man, X, Zero, Proto, and Bass all need keys, but I'll explain that, let's begin.
Keys
Classic Mega Man
So first and foremost before I even talk about tier, let's talk about keys. This is the reason noted for keys not being a thing on Mega Man's pages:
"Note 2: There is some argument as to whether or not Mega Man should get keys due to the Stardroids Invasion incident, where Mega Man was stomped by Terra and incapable of harming him, and then was upgraded by Dr. Light in order to defeat Terra, however there is context missing with this, for one Dr. Light did not upgrade Mega Man's entire body, he only upgraded his arm cannon, Dr. Light even further explains that the issue with the Stardroids is that they're made of a special material that renders all weapons useless so instead he equipped Mega Man with the "Mega Arm" as it allows him to charge energy in his fist to fire at the Stardroids rather then regular energy projectiles, this is less of an amplification so massive that it dwarfs all previous characters and moreso a way around the Stardroids defenses. To add on, characters like Proto Man are prototype robots that have only been upgraded during Mega Man 3 and have barely received any upgrades since and he is capable of contending with a post-Stardroids Invasion Mega Man. Along with this, characters such as Elec Man's thunder beam is considered one of the most dangerous weapons Mega Man has ever encountered yet he fought him all the way back in the first Mega Man. With this all in mind, the gap is clearly no large enough to warrant keys, with an exception only being likely if a Mega Man 12 is made and it has characters above the Double Gear System."
So for some reason the only argument against keys is because of a specifc moment in Stardroids Invasion... which isn't even a really good refute looking back at it. Yes Light notes they're made of a special material that renders all weapons useless, cause they're way stronger lol. It's basically just that their material is so much stronger then the material Mega Man is used to dealing with. Hence why he gave him a stronger weapon on his arm. Also the argument of "His entire body isn't amplified, just his arm" but then also that the mega Arm allows him to charge energy into his fist. Which means his entire body was amplified.
The other argument is stuff like previous game weapons being dangerous. Well for one, Elec Man's elec beam is literally an electricity attack. For two, he's still considered half the output of Spark Man. A specific robot having great attack power doesn't suddenly mean other robot masters don't get stronger or Mega Man himself does not get stronger.
On top of this, requiring keys to be based off tier gaps is completely incoherent. Keys should be used to define what a character can do in a specific game or media, not based off something as subjective as hypothetical tiering. Like for example, let's say I made a page for Bob, he's 9-B in his first key and tier 2 in his second. His second key he went through a massive training arc, he learned a lot of new things and new techniques. Someone then makes a revision thread noting Bob being 2-C is wrong because it's a fake scan or something so it gets removed and he's back to 9-B. It would make no sense to merge that all into one key when the important part is the stuff he went through. Also on top of this, there is actual tier changes that happen in Mega Man which will be explained later.
I think the issue is that it's stupid to make a key split solely before and after the stardroids invasion because that treats it like it was some big turning point in the Mega Man franchise when it was just a gameboy game with more of a plot. So it should just be Mega Man gets keys per games which will be annoying to deal with but it is what it is. No one said multimedia franchise pages would ever be easy.
Mega Man X
The same can be applied to X also. For some reason we refused to have keys because previous data objects can hurt X8 X, but X1 Sigma copies Are treated as fodder in X8 by X, Zero, and Axl. He's a regular enemy that can be copied and easily one-shotted by them. For context by the way, all the new age reploids can easily take his form and use his sturdy body to protect themselves from damages of the jakob probject. So the standard copy reploid is using his X1 body and strength and X, Zero, and Axl can easily defeat him. Mind you too this is an entire army of copy Sigmas they're fighting.
This is also shown with the fact that X8 Sigma is so much stronger that X8 X cannot defeat him alone.
There's also just blatant statements of X having limitless potential, a statement that would make no sense if he stayed stagnant throughout the games.
Characters from earlier games being able to harm him, like Copy Sigma X1 can harm them is not really an argument against keys. The writers themselves do not care that much about scaling the only thing they're establishing is "hey look how much stronger they are this guy that was a final boss is no longer one".
Conclusion (for Keys)
So all in all characters need keys, this is just a thing. Now let's talk about
Classic Era High 6-A Revisions
Currently everyone and their mother is scaled to At most High 6-A for being scaled to Duo who in his fight with the Evil Energy did a massive clash and all of that. Now there's a couple of issues with this scaling
Firstly, the feat itself shouldn't really be scaled to anyone. He and the Evil Energy doing the clash at high speed caused both of them to lose all motor functions and fall to Earth that required repairs for Duo's body and I think this is Duo's body while the evil energy robot's body is gone and just scraps of the evil energy itself remains.
I don't think it makes much sense to scale everyone to a dual clash made by two characters doing a high speed collision that greatly injuries their bodies. One of them still being considered relatively a high tier robot.
On top of this, backscaling this wouldn't really work anyways, the energy form is noted to be far more powerful then anything on Earth and is amplifying all of the robots. Rockman 2: The Power Battle brings up the same thing about a specific energy amplifying everything and Duo looking for it. Further shown even in games like Rockman Battle & Fighters (NGPC). So basically they are all amplified during this game, so does this mean this only lasts for Rockman 8? Actually, no.
Yes while Duo does leave with the energy, there is actually no implication that they're weaker then before. Duo and Bass even noted they'd like to do battle again in the future, a line that would make no sense if Bass would get so much weaker post-this game. Also Duo hyping up Mega Man's strength. Also wouldn't make any sense why Wily would suddenly not try to make robots stronger then before even if the energy is gone. He didn't need that energy to work on Zero and Zero is way stronger then all of them. The normal premise for Mega Man robot masters is all of them are stronger then the last too. So later games should upscale.
What new tier would Classic Era? I'd have to look into it, so far we have Wily tanking this, but that's not really something I like re-looking at it, the cartoonish skull cloud makes it really hard to actually tell how powerful that explosion could be through eyeballing. Thankfully however, there is something from Mega Man 4's intro (For context, Mega Man 4's intro was explaining how Mega Man became Mega Man so the actual scene timeline wise is pre-Mega Man 1). We can see explosions being caused around the city from the robot masters, some engulfing pass the buildings. I would say this would be good to put pre-8 at the moment at At least 8-B and a likely Far Higher added to later games. The far higher is due to the fact that later games have characters like Rockman Shadow whose power grew so great he could destroy everyone on the surface of Earth.
X Era 5-B Revisions
Alright I'm gonna be blunt, these need to be removed. The very reasoning behind it is circular.
"Planet level (Potency) (Fought and defeated Optic Sunflower who used the data of the Final Weapon to perform his Earth Crush attack. Zero after gaining Optic Sunflower's weapon data can also use this attack with his Tenshouha technique. The Final Weapon was stated to be able to destroy the Earth and was going to be used by Sigma to do so. The data of things in Mega Man are portrayed as equal to their real world counterparts as shown consistently throughout the series multiple[1] times[2]. Optic Sunflower is also stated and shown to have control over data within cyberspace, being the root cause of the programs going haywire upon becoming Maverick. He also can download any data stored such as Cut Man's which was used to fight the Maverick Hunters. The Final Weapon's data should be stored as Mega Man Xtreme shows that the past data of entire stages is stored within cyberspaces. Can harm and defeat Zero who survived Eurasia's crash into Earth point blank with no visible damage. Can fight and defeat what is likely the emulated data[3][4] of himself and Awakened Zero fighting together at once."
So the very basis of this all hinges on the Final Weapon but ignores the weapon used in X8 does not even destroy the planet, same with Zero. Now let me preface: Yes I know a typical argument against video game feats is "Well they can't destroy the surrounding environment cause of game mechanics". Except not only are there many cases where there's usually an in-universe reason for why you don't notice any effect or a in-game reason. I.E. an explosion from an enemy will cause a dent in the ground and then the dent will slowly disappear: gameplay mechanic. Or guy shoots a supernova that destroys the solar system and a description notes he's teleporting you to another dimension: in-universe reason. X8 does not have either of these and Sunflower spams this attack and Zero basically narratively is using this attack to deal with the weakness of an enemy. Both cases the Earth, space station, moon, or whatever is fine.
X and co. also think Zero died when the colony crashed with his ship, he was revealed to be alive in the same scene but he instinctively went into his Awakened Zero mode. The colony thing was also treated as a huge threat to all of them for reference.
So on top of using effectively circular scaling, it also has them show several lower ends and the actual items being said to be as powerful as the Final Weapon don't actually visually destroy the planet.
So basically 5-B should be removed and just replaced with them scaling to new feats from X era.
I can't find a direct definitive X feat right now but At least 8-B is a fine starting point for them massively upscaling from Classic Era.
Mega Man Z
Found by Kido, a missile that was going to destroy Area Z Zero tanks though it did damage him enough to where he was in low health state. This is from Mega Man Zero 3 so for earlier keys Zero 1 and Zero 2 I'd say At most 7-B since this attack wasn't something Zero casually no-sold.
Legends
Firstly Shining Lasers tier would change from 5-B to 7-B as it's scaling to X's Mega Buster.
Now time for something kinda controversial, Post-Data Repairs should potentially get 7-B. The reason?
So the reason Volnutt is normally much lower in strength then the rest is his body was almost totally destroyed fighting Sera back when he was Trigger and he had to revert back to a baby and grow back up, so we were watching Volnutt in Legends 1 while he was still growing, and to a similar extent in Legends 2 until he got fully repaired. Once he was fully repaired he defeated Sera who previously easily destroyed him.
We even have the typical Mega Man tropes return during her boss fight, such as a giant boss arena, boss transformation, and throwing black holes.
Sera is directly noted that she was not able to bring out her full power to bear outside of Elysium which is how she and Trigger fought to a standstill.
So not only was Trigger fighting a weaker Sera and still had his body almost totally destroyed, but Volnutt beat Sera within Elysium while she was at full power and had to have been stronger then she was back then regardless.
Now for reference as to why this matters:
Elysium was the perfect world that was created by the Ancients thousands of years ago, a world wanted since X Era. Sera was built in mind to watch over this world.
So we already accept in the Mega Man series future upgrades are stronger then prior ones and the argument against Legends for the longest was just that it looked weaker but we have an in-universe explanation as to why that is and end-game MML2 Volnutt fought and defeated Sera who was never even in Legends 1. So with that in mind I think it's safe to say they can be placed above X era to even Z/ZX era since they're literally the end ultimate goal of Elysium.
Oh yeah and one might be wondering, what about the Shining Laser? Roll directly notes she's never created a weapon so powerful. However, that's just the shining laser from Legends 1. She doesn't make the same reaction at all in Mega Man Legends 2. Also the shining laser does constant damage but is nowhere near a one-shot against Sera.
So all in all, I think until MML3 finds someway to destroy this argument, Sera tiered robots should scale above previous era Mega Man robots.
Speed
All the Massively Hypersonic reasons need fixes as they're for some reason still using Duo traveling through space when the actual feat meant to be used is Duo flying around the planet to remove the evil energy.
Kido has also added that MM7 Mega Man dodges cloud to ground lightning along with this the lightning storm isn't instant.
For earlier keys I would probably just put an "At most" just to be safe unless they have their own MHS feat.
Conclusion
Pretty much all the big revisions I wanted to do. These would take much longer then what I did for the Mario revisions since there's over 100 profiles for the Mega Man series.
