Sakura Kasugano (Specifically the Sakura from Sakura Ganbaru)

vs.

Videl

Equal Speed

Location: Local Mutual Aid Fund Building

Scenario: Videl and Sakura find themselves needing a job because the economy isn't working out too well for them. Getting the chance to help out the community in a meaningful way, while simultaneously getting good pay, both Videl and Sakura end up holding onto the last flyer in order to get the job. Realizing neither will budge, and knowing both are martial artists, they decide to see who is getting the job through their fists. Who will win: The child of the greatest martial artists in their world, or the lady training with the transcendent Buddhist nomad?

I'm ignoring Sakura's abilities like Fate Hax because it would be a stomp, but even just considering combat skills, Sakura is still beating Videl because she has better demonstrations, fights against much more experienced people, and better ki control.

To be fair on the fate hax it's not something that is an instant win, it just makes it where if they were fated to lose they can fight against that fate and overturn destiny.

I'm going to assume the tiers are meant to be 9-B to 9-B (and at that Sakura Ganbaru) since this is unwinnable for Videl if it's Sakura's later keys.

Now under that assumption, even that early on she fought Gen in a match where he was genuinely impressed and that's someone Akuma considers one of the top 5 warriors he's fought. Her ability to mimic moves to the point that Ken genuinely felt like he was fighting Ryu and she could easily use this to mimic and match Videl's techniques. She can utilize her hadoken for blinding purposes.

Videl on the other hand's main form of combat is trying to counter an opponent along with flight, which while flight could help her out some, Sakura has ranged attacks that could counter this.

Also Sakura has been able to adapt against people stronger then her, the only frame of reference we have for a fighter that was stronger then Videl was a very unfortunate beatdown.

I could see potential cases where Videl could get a win due to their tiers being the same but it's in like I want to say 80-20 cases Sakura's win.

Sakura wins. Videl is unfortunately a human woman in the dragon ball Z series and Sakura is from street fighter. Like what the others above have said, there's not much of a way for Videl to win this. She's barely got screen time.
