Cortez is the holder of the fifth Crystal Star, the Sapphire Star, in Paper Mario: The Thousand-Year Door. During dialogues, he appropriately speaks in a Spanish accent. He resides on the Black Skull, a pirate-ship-like vessel, deep within Pirate's Grotto on Keelhaul Key. Cortez's name is presumably a reference to Hernán Cortés, a Spanish conquistador most well-known for embarking upon an expedition that led to the downfall of the Aztec empire.

↑"If you're familiar with things like Popeye and some of the old comic characters, you would oftentimes see this cast of characters that takes on different roles depending on the comic or cartoon," Miyamoto said. "They might be businessman in one [cartoon] or a pirate in another. Depending on the story that was being told, they would change roles.
