Introduction
This is going to be a compilation of Honkai: Star Rail bullet related feats as there's a couple of them.
The Feats
Seele Cuts Bullet Before it Reaches Bronya
Feat here, happens in In the Withering Wintry Night, "Long Wait for the Blade's Edge".
So I thought there may need to be a weird pixel measurement I'd need to do here but thankfully, the bullet went fully frozen right before she cut it. Some may argue it slowed down too so I'll make an end for that too just for reference. So this can use the frozen bullet calculation dodge.
(real speed of reference object / apparent speed of reference object) * apparent speed of object of interest = real speed of object of interest
From what I can see of the vagrants, they use a weird modified shotgun barrel, so we'll use the speed of a shotgun bullet for this. Which are 1100 and 1600 feet per second, or 335.28 m/s to 487.68 m/s. We'll use the higher end for this calculation since Honkai: Star Rail civilizations are pretty advanced.
Apparent speed of reference for the object would be 0.001 m/s for the frozen end and 1.4 m/s through assuming it equal to a regular human walking speed.
Apparent speed of object of interest would be assumed to be 5 m/s.
Slowed End
(335.28 m/s / 1.4 m/s) * 5 m/s = 1,197.4285714285714286 m/s or Mach 3.4910453977509368073, Supersonic+
Frozen End
(335.28 m/s / 0.001 m/s) * 5 m/s = 1,676,400 m/s or Mach 4887.463557, Massively Hypersonic
Like I said before, I think the frozen end is fine since the bullet was literally frozen in place right before she cut it.
Kafka's Ultimate Has Her View the Bullets Come Out Slowly
So Kafka's shooting from an uzi, Uzis have a muzzle velocity of 400 m/s. So same values as before.
(400 m/s / 0.001 m/s) * 5 m/s = 2,000,000 m/s or Mach 5830.90379, Massively Hypersonic
Fu Xuan Stops Kafka's Bullets
Fu Xuan views Kafka's bullets as moving so slow she can casually turn them around to hit each other.
This one is a bit harder cause it's not frozen but moving stupidly slow. Given how slow it's moving, we know it's under 1 meter per second as it would clear a room in this timeframe. We'll go with 0.1 m/s as this is how fast it's shown to move, this is somewhat faster then the actual bullet speed, but the safest end to use.
