The Calculation
Not much here we need to do.

We'll low-ball the height of Jasper's tower and compare it to a 70 storey office building (I seem to make that comparison often), which is 273 meters tall.
This makes the explosion diameter 849.058036778 meters. Plugging that into an air explosion formula (And dividing it accordingly due to it not being nuclear), that makes our final equation-
((0.849.058036778/0.28)^3)/1000/2 = 13.94145309 kilotons of TNT, or slightly above baseline Town level.
