Introduction

I don't know the full context of the scene, or even the series, but a girl runs really fast from a pretty far distance before the dude could even react. Let's get mathin'!

The Calculation

Forming our Equation

Okay, first we're gonna find the distance she traveled. The kid she hit we'll assume he's average young male height in japan which is 170.7cm. Comparing that to the squares gives the length of one to be 12.09125 meters.


The girl moved the distance of 4.5 squares, which is equivalent to 54.410625 meters.

Take note though, the girl was elevated on a higher level, so we'll need to take that into account.


The height from where she stood is 11.2942416256 meters. This makes the distance from point A to point B roughly 55.11 meters.

Now, the woman completely blitzed the dude in the shot before he could even react. For a super low-end time frame, we'll use half a second, but for a high-end, we'll use standard image processing speed.

The standard image processing speed of the brain is about 13 milliseconds. That's roughly 0.013 seconds. That's roughly 38.4615384615 times less time than our low-end.

Final Equation

Low-End: 55.11(meters)*0.5(seconds) = 110.22 meters per second. That's Superhuman.

High-End: 55.11(meters)/0.013(seconds) = 4239.23 meters per second. That's High Hypersonic

Conclusion

Personally, I would go with the high-end since the scene portrays the character moving so fast that the dude getting slapped didn't even recognize that she moved.

Had it been just a second, he likely would've noticed well before she managed to get within five meters of him (This also doesn't account for the fact he didn't feel her move past him, furthering the notion the high-end is the most plausible timeframe).
