Introduction

When Gotenks first obtains his power, he tests it out by flying around the world and does it according to himself a "few dozen times". While in the anime he flies around the world 9 times in 6.8 seconds.

The Calculation

So as the anime shows him only do it 9 times and he also notes he took a nap in the manga, with the end of the video showing him chilling, I'm assuming the message getting across here is that he flew around 9 times initially, chilled out, Piccolo was still taking too long and he did it another few dozen times, due to this we'll only calculate 9 times.

For the timeframe, I'm going to use the anime where we get a visual shot of him circling the world and the timeframe.

Using watchframebyframe, he starts at 00:28:94 and ends at 00:35:74. Which gives about 6.8 seconds.

The circumference of the Earth is 40,070 km.

(40070 km)*6 = 240420 km

(240420 km)/6.8s = 35355.8823529411764706 km/s or 35355882.352941177785 m/s. 0.11793452906991135076x the Speed of Light or Relativistic.
