Future CRT Interview Info regarding Hyper Sonic's superiority over Super Sonic (only the Super Emeralds were capable of granting Sonic / Knuckles these stronk forms, even when Sonic got powered up by the Chaos Emeralds to fight Solaris (his best feats for his Super form so far, he still was only powered up to a Super form state).

So what they did is they went ahead and said let's stop using the Super Emeralds and just go back to the original seven and that's why they've done that - it is this power creep kind of thing that they wanted to avoid."

Looking at the details behind the Hyper form transformations; this occurrence in the series was only possible through the Master Emerald creating the gray, powerless seven Super Emeralds and these artifacts were apparently capable of reaching their godly height of Chaos Energy bestowal with a Hyper form from the additional combined influence of the Chaos Emeralds and the Master Emerald itself, with all these emeralds working together , once they were all claimed as further noted when the Chaos Emeralds influence had halted when empowering the Super Emeralds and they drifted back off to the Special Stage Dimension, the seven Super Emeralds just reverted back to simple stones and seemed unable to work properly to retain their former power and were left as lifeless, cracked artifacts that were wearing out from time and weather.

(He was referring to the gray, powerless Super Emeralds we see in Sonic Mania. Also, its notable that the Master Emerald isn't glowing with power when you approach the Super Emeralds either in Sonic Mania, unlike when it was influencing the Super Emeralds in Sonic 3 & Knuckles and began glowing and started clearly empowering them once you collect them all, and only ever glows with power during that scene when it is by the dead Super Emeralds when Heavy King absorbs some energy from it)

Can a theoretical multiplier for Hyper forms compared to Super forms be reasoned...? Probably not, unless we get more info on exactly how strong this form was. We could do a complete fan guesswork and say the intent was backtracking to not copy the power creep from DBZ from the initial transformation SSJ1 form to the SSJ2 form (which is two times stronger than before officially / apparently), since pretty much everyone can tell that was what Webber was referring to, but its pretty much the difference between just a fan's interpretation of Webber's response of how strong this power-up truly was if it was to be eerily similar to DBZ since beyond what Sonic's lore can actually give to us we can tell and just the whole "power creep", "next best thing", "stronger and stronger", it is sorta clear the Super form's existence for Sonic / Knuckles was going to be obsolete if they didn't make it so this form had special conditions that wouldn't be allowed to continue in new games and its clear that the Chaos Emeralds alone couldn't induce this clearly stronger form even up to the current modern games.

Essentially, in respect to the combined power of all the seven Chaos Emeralds the Master Emerald should be inferior, going by the codex in Sonic Chronicles: The Dark Brotherhood:

"Ancient, powerful, and mysterious, the Chaos Emeralds are seven mystical relics tied to the Master Emerald. Each Emerald can float on its own power, but anyone who combines all seven of the Chaos Emeralds can command ultimate power."

In essence, the set of the seven Chaos Emeralds are stated in respect to even the Master Emerald in the prior sentence line as the ultimate power.

"The Master Emerald is older than recorded time, a powerful relic created by the gods as a balance against the power of the Chaos Emeralds. The one who controls the Master Emerald can nullify and control the Chaos Emeralds, making the Master Emerald a very valuable gem."

"Angel Island is the home of the Master Emerald, the most powerful relic in Sonic's world, and the Emerald's guardian, Knuckles. The island itself once floated in midair over the land, but with the Master Emerald gone, Angel Island fell into the ruins of Metropolis."

One can definitely say that the Master Emerald alone should scale above at least any single Chaos Emeralds potential due to the Codex lines and perhaps any other single powerful relic that has existed in Sonic's world up to that point, but in any case its additional help was necessary to catalyze the existence of the Hyper forms / powered up state of the Super Emeralds and was basically stacked upon top the Super form's known level of power. It helps that the seven Chaos Emeralds in general are stated to be more powerful when in close proximity than when they are separated.

This can mean that, if anything, the additional help from the Master Emerald could've been multiplicative / exponential as how the quantitative jumps are between the attack potency feats of single emeralds and all seven emeralds as the Master Emerald itself is in reference basically a giant (normally its THE most gigantic sized emerald in the series, barring when it shape changes to be smaller, even when relatively compared to the shape shifting size of the Chaos Emeralds in Sonic Adventure) Chaos Emerald that has special properties to power nullify the original set of seven Chaos Emeralds.

Basically, its possible that the "multiplier" is even higher than my guess of two times for how much stronger this form makes the characters compared to their Super form states....but hopefully they never return unless its under special conditions :)
