Looking at the details behind the Hyper form transformations; this occurrence in the series was only possible through the Master Emerald creating the gray, powerless seven Super Emeralds and these artifacts were apparently capable of reaching their godly height of Chaos Energy bestowal with a Hyper form from the additional combined influence of the Chaos Emeralds and the [https://www.youtube.com/watch?v=m4nKTceiL_o&feature=youtu.be&t=758 Master Emerald itself, with all these emeralds working together] , once they were all claimed as further noted when the Chaos Emeralds influence had halted when empowering the Super Emeralds and they drifted back off to the Special Stage Dimension, the seven Super Emeralds just reverted back to simple stones and seemed unable to work properly to retain their former power and were left as lifeless, cracked artifacts that were wearing out from time and weather.

Can a theoretical multiplier for Hyper forms compared to Super forms be reasoned...? Probably not, unless we get more info on exactly how strong this form was. Essentially, in respect to the combined power of all the seven Chaos Emeralds the Master Emerald should be inferior, going by the codex in Sonic Chronicles: The Dark Brotherhood:

One can definitely say that the Master Emerald alone should scale above at least any single Chaos Emeralds potential due to the Codex lines and perhaps any other single powerful relic that has existed in Sonic's world up to that point, but in any case its additional help was necessary to catalyze the existence of the Hyper forms / powered up state of the Super Emeralds and was basically stacked upon top the Super form's known level of power. It helps that the seven Chaos Emeralds in general are stated to be more powerful when in close proximity than when they are separated.

This can mean that, if anything, the additional help from the Master Emerald could've been multiplicative / exponential as how the quantitative jumps are between the attack potency feats of single emeralds and all seven emeralds as the Master Emerald itself is in reference basically a giant (normally its THE most gigantic sized emerald in the series, barring when it shape changes to be smaller, even when relatively compared to the shape shifting size of the Chaos Emeralds in Sonic Adventure) Chaos Emerald that has special properties to power nullify the original set of seven Chaos Emeralds.

Basically, its possible that the "multiplier" is even higher than my guess of two times for how much stronger this form makes the characters compared to their Super form states....but hopefully they never return unless its under special conditions :)
