Background
Omnipresence is the property of being present anywhere and everywhere. The term omnipresence is most often used in a religious context as an attribute of a deity or supreme being but can also be used to describe something "existing or being everywhere at the same time, constantly encountered, widespread, common". It can also be used as a synonym for words like worldwide, universal, global, pervasive, all over the place. Being Omnipresent relates to the fact of having one's presence everywhere.
Why It's Not Speed
Omnipresence is not speed but a state of being. There is no distance, time nor movement as the person is already there because they were always there.
In addition, if a certain character is omnipresent on a universal scale, it does not make them MFTL+, Instantaneous or Extra-Temporal. Due to this, a character that is Omnipresent is not swifter than all non-omnipresent beings.
Although a being that is not only omnipresent throughout space, but also time, would also be able to react to every attack from a being with normal speed before the opponent would even begin to throw the attack. This is the case because such a being would be able to exist throughout all of time itself by experiencing both the past, present and future simultaneously at once while not being bound to the normal flow of time, not due to their speed.
Types
Type 0: Lesser Omnipresence: The user is omnipresent through materialistic means or very limited scales, like being omnipresent across a city.
- Examples:
Type 1: Spatial Omnipresence: The user is omnipresent across space. This normally applies to users who are omnipresent through the material universe rather then the space-time of the universe, as such they only embody the physical parts.
- Examples: Medusa (Kid Icarus)
Type 2: Temporal Omnipresence: The user is omnipresent across time. This allows the user to essentially exist in all time periods at once, making them hard to kill.

Type 3: Spatial-Temporal Omnipresence: The user is omnipresent across space-time. This allows them to exist anywhere and anywhen all at once.
- Examples: Ness (EarthBound), The Puppeteer (OFF)
