I think "Ignited" Jessica should evolve enough to surpass her copycat least to a certain extent—thanks to her immense willpower. Jessica also has Ronove, and I can't really see how Medaka would beat her remember, in the meta-world, you can't die unless you believe you're dead.

Well Medaka wouldn't be fighting to kill her, we see her social influencing makes it where she fights to fufill what request you want or to get you to stop fighting, such as when she stopped Ajimu from committing suicide. She can get you to fall in love with her too even if you already love someone else too.

The issue with surpassing the copycat through willpower is Medaka has immense willpower all on her own and her The End would just eventually copy the newly adapted ability.

On top of The Hero plot armoring her through and Jessica is still under the plot of a story as shown with the catboxes.

While she wouldn't be able to theoretically kill Jessica (with in character means) she never would go for that option due to not even wanting to kill someone she'd consider a classmate.
