Chun-Li's sheer will is going to be a problem here, as it allowed her to beat Vega who was considered a high tier back when she was a rookie.
Chi-Chi has the fan which is going to give decent trouble due to the massive winds it can create, though if Chun-Li utilizes her Whirlwind Kick which allows her to defy gravity, she could get around the fan.
The other issue is Chi-Chi's razor blade and lasers, though we have seen characters like Yamcha are able to aim dodge and quickly subdue her thus it isn't far-fetched to say Chun-Li could replicate the same feat. Especially since this was a self-trained Yamcha.
Another issue Chun-Li will have to deal with is Chi-Chi using either her jetpack or flying nimbus to fly around. So she can use aerial combat as a mode of trouble for Chun-Li. She also has a sword while Chun-Li is fighting for the most part bare-handed.
There's also the power pole to consider as it can extend for ranged combat.
Now with this in mind, I still think Chun-Li can take it due to her ability to adapt in combat being noted that she absorbs an opponent's fighting style like water and she can utilize her energy attacks for ranged combat if Chi-Chi tries to go for ranged. She can also utilize afterimages to move fast enough to disorient Chi-Chi.
Another thing is that Chun-Li displays better martial arts skills then Chi-Chi as her main statement is just Roshi noting she's adept enough to mimic the Turtle Hermit style, though that style's direct weakness is dealing with fighters able to overwhelm their durability.
So giving it to Chun-Li as she has more cases of skills along with ways to get around Chi-Chi's arsenal. I'd say it's a 70-30 split.
