 Both vaguely scale above a 8-C feat so they're around the same strength I'd presume. Pikachu's main stiche is electricity and he doesn't have a resistance to that however he does somewhat resit paralysis so he will at least not be paralyzed. Other then that it seems Pikachu has a more versatile way of dealing with Carbon Dog it's main things are fire based attacks and bite, two things Pikachu is already used too.

oh wtf, why did it connect SBA with the two other rulings. whatever lol. Do you think Pikachu will be able to do enough damage to it to knock it out before it becomes Diamond Dog and becomes a way more difficult fight for the poor rat?

The main issue Pikachu would have with Diamond Dog is it's bite diamondizing, the attack reflection wouldn't work since it's for physical attacks and Pikachu is innately a special attacker with its electric moves. I can see it definetely dodging around its bites and pelting it with thunderbolts which eventually causes it to faint.

There would also be Glorious light which, while Pikachu could resist the potential Paralysis, the crying and one-hit KO chance is might screw him over which he'd either have to evade or somehow never allow it to happen, plus Diamond Dog is slightly stronger than before. Theres a decent chance Pikachu could just fall over if things go wrong against Diamond but i'm not sure if it's a high enough chance before pikachu takes it

 As Giver said, Diamond Dog's diamondizing is really the big problem here. Pikachu can however keep its distance with electric type moves like thunderbolt or thuder, both which are staple moves for the species

The chances of instant death with Flash are very random, but since this is Yellow Pikachu with a trainer, that means it has the bonds thing of even OHKO moves it will survive with 1 HP based off a chance, so that could provide a potential counter around it. Also it's not even a could; Pikachu straight up is just immune to the paralysis, electric types are immune to the paralysis status effect. For the crying, there are some moves if I remember correctly that cause Pokemon to do that and they can still fight through it so the main issue would be the OHKO and diamondizing but both of those can be avoided with proper ranged attacks.
