 Frey's resistances to the break can let he fight against some abilities Godzilla has and she has dealt with gigantic enemies before. She can also use multiple of her different magics and abilities to take out Godzilla, while Godzilla has thing like it's 100,000 degree breath that could cause an issue, Cuff's protection allows Frey to block attacks such as that in enough time to get a win. I'd say Frey takes this 70/30.
