 Tails Doll is honestly probably the worst 9-C but what better way to prove it by challenging the king of worthless. Conditions:

 Due to it being ooze it's gonna be harder to kill due to its makeup, you're not even really killing it in EarthBound but just making it go tame. It can also call in help so Tails Doll would have to fight multiple of them. So while it's hard to definitely say who between the two, Tails Doll attacks wouldn't be instant kills while a bunch of worthless protoplasms could overwhelm him, so giving this like a 60/40 to the worthless protoplasm.

Tails Doll also isn't that much of a fighter, sure, Worthless Protoplasm also isn't a skill god but it at least actively fights someone who fights back, Tails Doll just kill defense people through unknown but physical means
