The psalmist asks God,

Where can I go from your spirit?

Or where can I flee from your presence?

If I ascend to heaven, you are there;

If I make my bed in Sheol, you are there.

~ Psalms 139: 7–8, NRSV

Summary

Omnipresence is the property of being present anywhere and everywhere. The term omnipresence is most often used in a religious context as an attribute of a deity or supreme being, but can also be used to describe something "existing or being everywhere at the same time, constantly encountered, widespread, common". It can also be used as a synonym for words like worldwide, universal, global, pervasive, all over the place. Being Omnipresent relates to the fact of having one's presence everywhere.

Why It's Not Speed

Omnipresence is not speed but a state of being. There is no distance, time nor movement as the person is already there because they were always there.

In addition, if a certain character is omnipresent on a universal scale, it does not make them MFTL+, Instantaneous or Extra-Temporal. Due to this, a character that is Omnipresent is not swifter than all non-omnipresent beings.

Although a being that is not only omnipresent throughout space, but also time, would also be able to react to every attack from a being with normal speed before the opponent would even begin to throw the attack. This is the case because such a being would be able to exist throughout all of time itself by experiencing both the past, present and future simultaneously at once while not being bound to the normal flow of time, not due to their speed.

Types

Type 0: Lesser Omnipresence: The user is omnipresent through materialistic means or very limited scales, like being omnipresent across a city. Do note for characters that meet higher type requirements for omnipresent but happen to embody a city sized pocket dimension they do not get this type but a limited version of the type they meet.

Type 1: Spatial Omnipresence: The user is omnipresent across space. This normally applies to users who are omnipresent through the material universe rather then the space-time of the universe, as such they only embody the physical parts.

Type 2: Temporal Omnipresence: The user is omnipresent across time. Higher levels of this type can be omnipresent across space-time rather then just time, essentially this would be embodying a universe or multiverse itself.

Type 3: Aspatiotemporal Omnipresence: The user is omnipresent across areas outside of standard space-time. The user in general can be omnipresent across or as a concept, nothingness, etcetera. Higher levels of this type exist across all concepts. Users of this type of omnipresence can even affect users with some types of Reality Separation.

Type 4: True Omnipresence: The user is omnipresent across all dimensions and existence in its totality. This includes literally everything reality has to offer along with the inside and outside of reality. Users of this omnipresence can affect users with the highest level of Reality Separation.

Note: Type 2 and type 3 omnipresence don't have exact superiority over the other, it depends on how the verse treats a being omnipresent outside of space-time and the size of the cosmology. For example, if one is omnipresent outside the space-time of a single 4-D universe cosmology while the other is omnipresent across an infinite multiverse space-time, normally the latter would be considered to have the better type.
