Flash Man (フラッシュマン Furasshuman) is one of the 8 Robot Masters built by Dr. Wily and is fought by Mega Man in Mega Man 2. His special weapon is able to stop time itself for short periods of time. However, his normal bullet attacks aren't that strong. Flash Man also uses his power for mischief outside of combat. He is also considered a Masterpiece by Dr. Wily since he can fully stop time while Dr. Light's Time Man can only slow down time.
