Background

Shotmaker is a former Spetsnaz member and later Outer Heaven mercenary who is an expert with riot guns. During his time at Outer Heaven he was the guard for Gray Fox and Solid Snake's prison cells. After Snake broke out of his cell, Shotmaker attempted to kill Snake but he was quickly defeated and killed by Snake after he regained his equipment.
