Scenario: While out looking for supplies, Drake came across a strange-looking Pokémon. It wasn't undead, no, but it certainly didn't look like any Pokémon he had ever seen. Truthfully, he was no Pokémon trainer, so perhaps it simply was a rare kind. Nonetheless, Drake could see the creature seemed to be hoarding quite a large amount of what appeared to be berries. Of course, berries were far from the most nourishing food, but when it came to survival, every little bit mattered. "Croc, take the berries. We need them" the young man ordered as his Totodile took a step forward. The strange creature's ear flickered, hearing the order being issued behind it; it turned around, brandishing its stick. "Seems like it won't give them to us" Drake said before letting out an annoyed sigh. "In that case...Croc...take the berries...and if it tries to stop you, kill it."

Was not expecting a Drake match this soon, but let's take a look.
Since the scenario you gave is effectively evil route Drake, the Celebi protection doesn't exist since Giovanni just hates him in this state. This leaves Croc and Drake pretty limited since his Croc only knows Scratch, Cut, Water Gun, & Hydro Pump, with Cut/Hydro Pump requiring charge time.
Vulpin has a considerable adavantage when it comes to diversity, having access to a variety of elemental attacks. Vulpin also isn't as limited when it comes to healing options as it doesn't need to rely purely on the player to heal as it can cast Heal to restore its hp. It can also use Defend to half incoming damage if necessary and can also deal critical hits to deal extra damage. Overall giving it to Vulpin
Sadly fucked up and evil Drake cannot stand against the power of Vulpeak who has the ability of being an RPG character and having many moves while this poor unfortunate soul was placed in a game where he only has 1 mon and a dream.
He has ways to kill Vulpin since its AP reasoning makes it that Croc can easily cut it in half, issue is that it's movepool variety makes it hard for that to happen in most cases, so it'd be like a 70-30 for Vulpin in my book.
