Power of the Verse

Most of the humans are standard humans though their pokemon are capable of easily killing grown humans and there exists building sized mutants due to the virus and mutations.

They also have different abilities such as: Fire Manipulation, Water Manipulation, Plant Manipulation, Space-Time Manipulation, Non-Standard Damage, Non-Standard Defenses, etcetera.

Explanations

The Infection

The infection is a disease that spread across Johto due to the incompetence of Team Rocket.

The infection was caused by an artifact which Team Rocket stole[2]. Team Rocket read the text saying "The power to make everyone weak-willed and dangerous" and interpreted this as they would be able to mind control people[2].

Team Rocket raided the Goldenrod City Radio Tower to link up the artifact to the radio tower and spread its waves across all of Johto[2].

These effects started reviving recently deceased humans and Pokemon[2].

It's noted by Professor Elm that every single person and Pokemon in the country is infected regardless of whether they were bitten or not, so if they die they will turn into a zombie[2].
