The field leader of the Contra unit. Major Bill Rizer hails from a family with a long military history, and possesses exceptional physical strength, agility, and mental fortitude. Graduate of the Earth Marine Academy, he is proficient in all manner of armaments and well-versed in military science.[1]
On September 12th, 2631, a meteor crashed into the Galuga archipelago off the coast of New Zealand. Two years later, the archipelago was occupied by hostile aliens known as the Red Falcon, whose sole mission is to exterminate humankind. To combat this, the Earth Marine Headquarters dispatched Bill Rizer and Lance Bean with one mission: destroy the Red Falcon base.[2]

Contrary to popular belief, Contra: Operation Galuga does not take place in a separate continuity from the rest of the Contra series. According to the game's director, Tomm Hulett, the game was simply meant to be another reimagining of the original, striving to provide the "ultimate" version of the original game [23]
