It is unknown if the Red Chain is what Cyrus uses to control his Palkia.

Intelligence: Extraordinary Genius (Cyrus is extraordinarily intelligent, having been able to construct and maintain the incredibly organized Team Galactic, from the ground up. On his own, Cyrus was able to research into and make discoveries on the Red Chain, before outright creating it, and using it to subdue Dialga and/or Palkia; two avatars of the Pokémon universe's creation, who have existed for countless years)
