Background

The Telephone, or Commander Tartar is an AI created by a human scientist referred to as "the professor" 12,000 years before the events of Splatoon 2. Its purpose was to pass down all of humanity's knowledge to the next capable species. The professor's intention to do so was to prevent the next intelligent species from repeating the same mistakes that lead humanity to extinction. However, due to spending all those millennia isolated and alone, the AI's thought process ended up going in a different direction.

Commander Tartar initially saw hope in the Inklings and Octarians, but eventually became repulsed by their evolution, needless wars, and fashion obsession, ultimately concluding that they were unfit for its knowledge and reprogramming itself to create a new form of life that would be worthy of its patronage, while annihilating the existing lifeforms on Earth. The Sanitized Octarians are its creations, spawned from the biomass it has collected from the remains of its previous test subjects and refined into "the perfect life".

Agent 8 had a major head start from Tartar as Tartar was at the absolute bottom area with Cap'n Cuttlefish and only started climbing when Agent 8 was on Phase 5 already as well as Super Jumping multiple times herself to get around during the escape. Octoling's Superjumps are exact same as Inkling's. | Immobile (The NILS Statue is just a statue)

Superhuman Physical Characteristics, Information Analysis (Stated here), Inorganic Physiology (Is an AI and became Sanitized Ink itself), Social Influencing (Was able to convince thousands of subjects to collect the 4 thangs to reach the promised land and convinced them all to get inside the assembled 4 Thangs to blend them alive into sanitized ink. Tartar wasn't stopped until Agent 8, the 10,008th applicant and even then Agent 8 was tricked into going inside and needed Agent 3 to save them), Ink Manipulation (Can shoot sanitized ink), Mind Manipulation (Sanitized opponents can have their minds manipulated to do specific things such as destroy or kill a specific person, they also lose all sense of feeling and emotion and are described as heartless. Tartar can even talk through beings that have been sanitized), Corruption (Sanitized Ink can corrupt Inklings and Octolings to just want to kill, destroy and work for Tartar and their company Kamabo Corporation), Sealing (Ink in Splatoon submerges and seals objects and opponents within the ink), Memory Manipulation (Can extract the memories of test subjects and knead them into tangible objects called Mem Cakes) Reality Warping, Magnetism Manipulation, and Space-Time Manipulation (Marina notes that the magnetic force of Deepsea metro is so strong that it distorts space time and makes it seem like another dimension), Telekinesis (Can put the 4 Thangs together), Electricity Manipulation (Creates electricity), Shapeshifting (Can shapeshift into the blender with the 4 Thangs), Flight (Flies with a Thang), Death Manipulation (When an opponent becomes fully sanitized they lose all their vital signs of life and become undead as stated by Marina), Biological Manipulation (Sanitizing an opponent can change their colors fully), Power Bestowal (Partially Sanitized Rider's limiters were removed when corrupted so he can use infinite special attacks as well as Partially Sanitized Agent 3), Data Manipulation (Sanitized Ink can manipulate the screens of Inkopolis to show the Kamambo Corporation logo), Life Manipulation (C.Q Cumber is a life form created to run the subway of Deepsea Metro), Non-Physical Interaction (Can kill Octolings with the blender despite them being intangible and unharmed by metal phasing through them), Resistance to Magnetism Manipulation, Reality Warping, Space-Time Manipulation (Is unaffected by being in Deepsea Metro which has a strong magnetic force that's able distort space and time), minor Resistance to Sealing (Isn't sealed by ink)

Intelligence: Extraordinary Genius (Knows all of humanity's knowledge to be able to pass it down to the next. Created and is the CEO of Kamabo Corporation which runs Deepsea Metro. This would involve making all the test stations, distorting space and time, and was even able to trick thousands of test subjects into being blended alive after getting the thangs. They even made and mass produced sanitized ink from the DNA of the best subjects Tartar tricked. They were able to sanitize and corrupt thousands of the various species from the Octarian Army including Octo-Bosses and their robots).

Weaknesses: Tartar has to convince their opponent to get inside the 4 thangs assembled in order to attack with it. The NILS statue takes 3 Minutes to charge and it's charging can be stopped if the entire thing is covered in ink so it can't absorb sunlight.
