Every day in Gensokyo was more noisy than expected.
Any mysterious visitor would be confused with a ghost of summertime.
All of that equates to just a normal summer.
The outskirts were enveloped in scarlet illusion.

In the eastern mountains, far from any human habitation,
is where the isolated Hakurei Shrine lies.
This mountain was never occupied by humans, and even now no one ever goes there. Thus the place was called Gensokyo.
And even now, as usual, non-human creatures and just a few humans lived freely with pride.
People blindly accepted the advance of culture, and aggressively tried to eliminate any of the darker parts of their lifestyles.
In truth, that was a comfortable environment for the creatures living in the dusk. They did not have to get involved with humans.
And one summer day, without a sound, a turbulent, mysterious mist began to envelop Gensokyo.
It was almost as if Gensokyo itself was loathing the light of day.

The shrine maiden of the Hakurei Shrine, Reimu Hakurei was living a mostly peaceful life.
At this shrine, seldom visited by those come to pray, she was sometimes bored, sometimes not bored, and generally living in a carefree manner.
On that day, Reimu was just a little less bored than usual.
Reimu: "Geez, what is all this? If we're not getting any light, then the weather is not going to clear up at all."
At the rate it was moving, the mist would reach past the shrine and descend to where humans lived.
Gensokyo interfering with its peoples' lives would most likely cause Gensokyo to be eliminated by the hands of humans, too.
Reimu: "Well, finding the cause of all this is a shrine maiden's job (isn't it?).
For some reason, that lake back there is pretty suspicious, so let's go there!"
With her body surrounded by the mysterious mist,
The sharp-witted girl, relying on her senses, set off in the direction of the lake.

As one of the few residents of the forest, the normal girl Marisa Kirisame normally flew through the sky.
When she realized that she couldn't see any of the lake all of a sudden due to the mist, the normal-witted girl thought that there might be something happening on the island floating in the lake.
Marisa: "Well, humans usually create communities close to water, after all."
Monsters wouldn't be able to live without water, either. That was her very human-like way of thinking.
Marisa: "It looks like she'll be doing something pretty soon, so why don't I go take a look?"
The girl set off as if there might just be something valuable to find.
Or, rather, she actually went looking for it.

The lake was entirely covered by the mysterious mist.
This mysterious energy was so strong that a normal human would only survive for about 30 minutes, but less ordinary humans too would have about thirty minutes.
The center of the mist barely receives any light during the day, and filters out moonlight as well.
From within the mist, a full moon looks hazy and several times larger.
If we suppose the mist is the work of a human, one could say that the human must have eaten belladonna flower.
In the very center of it all is an island, rejected by mankind simply because they could not live there. On that island is a mansion; one of few windows.
Inside the mansion that knows neither day nor night, "she" was there.

A thick red mist blankets Gensokyo, irritating Reimu and prompting her to investigate its source. On her way, she bumps into Rumia, who is noted even by ZUN to not have any real bearing to the plot. Reimu swiftly defeats her.

Marisa "Oh, I found this creepy notebook a while ago, I don't know whose it is, though."
Reimu "Oh, did you burn it?"
Marisa "Why do I have to burn it? Anyway, it's got photos pasted everywhere in it, and there's explanations scribbled all over, like someone talking to themselves. Creepy, huh?"
Reimu "That is creepy. So, did you burn it?"
Marisa "Yeah, I burned it. In my mind.
The photos of just youkai or danmaku have things like "This picture is no good" or "This picture will be useful" written on them.
Isn't that creepy?"
A crow calls. Soon the sun will set.
It's a good thing it's not a cuckoo calling.
Reimu "So, where is this notebook?"
Marisa "It was creepy, so I was all excited about taking it home, but all of a sudden it was gone.
Dammit, I wonder if a crow stole it."
Reimu "That's the creepiest part of your story.
Maybe I'd better burn you instead of that notebook."
The tengu races across Gensokyo at the highest speed together with the crows.
As the newspaper extras fly about, Gensokyo's newspaper girl Aya Shameimaru looked for youkai to serve as story material.
Rumia is the stage 1 target in Shoot the Bullet, which Aya is annoyed by due to her darkness making the photos no good due to how dark they were.
Hopeless Masquerade
Rumia is a background character in Hopeless Masquerade, being seen in the Hall of Dreams' Great Mausolem stage doing her popular crucifix pose.
Bohemian Archive in Japanese Red
During an interview with Aya, Rumia expressed frustration that other youkai had begun entering her darkness, attributing this to Aya's article suggesting they could similarly avoid light and heat by doing so. She also objected when Aya requested sufficient light for note-taking, claiming it would make the darkness too bright. Aya noted her disappointment that recently there seemed to be more youkai lacking motivation to learn or work, counting Rumia among them.
Perfect Memento in Strict Sense
Hieda no Akyuu writes an article on Rumia apart of her Gensokyo Chronicles.
Oriental Sacred Place
Rumia appears in Oriental Sacred Place taking part in a test of guts held at the Hakurei Shrine alongside Sakuya Izayoi, Youmu Konpaku, Yuyuko Saigyouji, Wriggle Nightbug, Mystia Lorelei, and Cirno. She is first seen speaking with Mystia and Wriggle, then later within her sphere of darkness while pursuing Youmu. She reappears later among a similar crowd when the Three Fairies of Light prepare a festival at the Hakurei Shrine.
The Grimoire of Marisa
Marisa documents Rumia's spell card, Night Sign "Night Bird" in her grimoire. Marisa considers imitating it.
Whispered Oracle of Hakurei Shrine
Reimu writes a fortune slip on Rumia to clean up in the aftermath of an incident.
Foul Detective Satori
Rumia makes a cameo appearance when they explain humanity's fears of the night, the darkness, and youkai themselves.
Name Meaning
The name "Rumia" (ルーミア) may have been intended for romanization as "Lumia", potentially deriving from the Latin lumen ("light") or related English words such as "luminous" or "luminescent". This possible origin finds support in her first spell card, Moon Sign "Moonlight Ray". If "Lumia" was indeed the intended romanization, her ability to manipulate and create darkness might function through light absorption. ZUN has used "Rumia" in a 2004 diary post—though he also used the noticeably erroneous "Frandre" in the same entry—and has overseen official corrections from "Lumia" to "Rumia". The name "Rumia" also appears on her portrait in Perfect Memento in Strict Sense.

General Description:
Rumia is a figure with short blonde hair and red eyes. According to ZUN, her height is that of a human in her early teens, between 10 and 14 years old.
Facial Features:
She has short blonde hair. A small red ofuda is tied to the left side of her hair, positioned to resemble a ribbon. She cannot touch or remove this amulet. Her eyes are red.
Clothing/Outfit:
Primary Outfit (Embodiment of Scarlet Devil official art): A black vest and skirt over a white blouse. A red tie bordered by two large red beads is worn around her neck.
Special Features:
The red ofuda in her hair is a permanent fixture that she cannot touch or remove, despite its appearance as a hair ribbon. Her height places her in the early teen range per developer statements.
Personality
Unaware of Her Own Weakness: Rumia surrounds herself with darkness during the day but cannot see inside it herself. Akyuu questions whether she is stupid after deducing this.
Lazy and Unmotivated: Rumia states that improving her aimless wandering routine or using her darkness to hunt more effectively would be "too much effort." Aya notes that Rumia is one of many youkai who do not feel like working or learning and does not maintain her dignity as a youkai.
Dislikes Sunlight and Heat: Rumia complains that sunlight makes her tired, turns her skin red, and dries out her hair. She dislikes summer heat.
Theatrical Presentation: Rumia holds her arms stretched straight out horizontally to evoke the image of a crucified saint.

For living creatures, the back is both a weak point and a utopia.

Misumaru Tamatsukuri's ability to make a magatama appear on each side.
They erase bullets coming directly from either side of you.
Whenever they dig up ancient artifacts of unknown purpose,
humans immediately imagine that they were used for religious purposes.

The ironclad rule of commerce: buy cheap, sell high.
But that doesn't mean you have to buy cheap products.
Yamawaro have techniques that let them stock high-quality goods at low prices.
Dragon Pipe

Sannyo Komakusa's ability. Your stock of lives slowly increases.
A life fragment appears every time you capture a Spell Card.
When you're doing good, you get more lives: an ability for really livin' it up.

Gluttonous Centipede
Type: Passive Card[265]
Momoyo Himemushi's ability to make you stronger if you don't die or bomb.
You gradually get stronger each time you defeat an enemy,[266]
but if you die or use a Spell Card, you'll go back to normal.
You have more reason to be frugal with your Spell Cards, which gives you a tingly feeling.
That's the centipede's toxin at work.
Sky-Blue Magatama[267]

A magic item that lets you breathe even in low-oxygen areas.
Some humans think that dungeons have breathable oxygen
just like everywhere else, but that's a big misassumption.
The only ones who can breathe easily in dungeons are video game characters.

Manipulation of Darkness
Rumia possesses the ability to envelop her surroundings in magical darkness at will. This darkness renders conventional light sources (including torches) completely ineffective within its radius. Humans who wander inside find their vision severely limited, able to see virtually nothing.
The darkness is unaffected by external light sources but has no physical interaction with objects it envelops. Notably, Rumia herself cannot see within her own darkness; she openly admits to bumping into trees while surrounded by it, and multiple eyewitness accounts confirm that humans who entered the darkness sphere escaped unharmed.
Despite this limitation, Rumia demonstrates nuanced control over light permeability. She was able to read Aya's newspaper while surrounded by almost total darkness, letting only enough light pass through to read, while Aya herself could not write notes or read her own notebook in the same conditions.
Although she dislikes heat and sunlight, Rumia has been observed without her darkness in broad daylight on multiple occasions, including during summer.
In Shoot the Bullet, this ability manifests during the spell card Darkness Sign "Dark Side of the Moon". When covered in darkness, Rumia becomes impossible to photograph. Her spell card naming convention consistently references night and darkness themes, including Moon Sign, Night Sign, and Darkness Sign cards.

Spell Card Pattern Description
Rumia shoots rings of small bullets, one of them aimed at the opponent, as two thick lasers close in from the sides in a similar way to Sara's final phase in Mystic Square.
She shoots arcs of bullets, one of the bullets in the arc being aimed at the opponent. Rumia's first non-spell attack must be timed out to access it on Easy.
Rumia shoots blue, green and red rings that stop, then the bullets turn in a sharp angle and expand the circles. Odds bullets go right and even bullets go left. Then she shoots clumps of blue bullets aimed at the player.
Youkai covering in the darkness before attacking is, in fact, a manifestation of the lack of self-confidence in one's own power. It's useless to take pictures as they will not be good.

Rumia is a dark youkai that even light avoids, so she might not have ever seen a bird in her life. That's how un-birdlike this looks.
ちなみにスペルカードは特筆すべき点は無いほど簡単。つまらん。
Incidentally, this spell card is too simple to have any special points worth mentioning. Boring.
Other
Standard Tactics: Rumia emits the darkness around her to wrap one into it and then attack them with pure power.
Any translations from en.tohouwiki.net are considered fine to use as they all fall under Project Translations, a fan translation team that have translation guuidelines and rulesets, along with moderators that directly overlook and proofread English translations to check for machine translations.
Seeing as ZUN himself has directly said both PC-98 and Windows are in the same world and that characters directly acknowledged PC-98 events and reference characters from it, PC-98 is completely canon and any contradictions PC-98 have can be ignored.
With some of these examples, it is normally assumed that in some way Reimu has some part in resolving every incident and other routes are dubiously canon depending on what transpired.
Spell cards are techniques specially-named by the individual, and they must be declared upon use.
The number of each party's spell cards must be determined in advance of a duel.
The first party to have all of their spell cards beaten must admit defeat.
The victor is entitled only to what was agreed upon before the duel. If they're not interested in what their opponent has to offer, they can refuse a duel.
Combatants will give names and meanings to the duel for the benefit of beauty.
Combatants will declare the number of named duels before beginning.
Combatants may not repeat attacks by relying on stamina.
Combatants may not deliver attacks that do not have meaning. The meaning itself becomes the attack's power.
In the case that a combatant loses a named duel, that combatant will admit defeat, even if he or she has strength remaining. No combatant may kill a human, even upon victory.
Combatants will write the duel's name on paper in the format of a contract. By doing so, the above-mentioned rules become absolute. These papers will be called spell cards.
These rules allows for duels that feel almost like sport rather then a match, and have allowed for weaker fighters to challenge stronger ones, due to this though, it also has become possible for youkai to freely defeat Reimu without worrying about the consequences.
Due to them being written into cards and essentially affecting the ability and power of an attack, the spell cards are likely the thing binding attacks to specific properties.
While one can be physically stronger then another, such as how Onis are physically the strongest, magic users are still able to keep up with them due to using a different form of attack.
To defend against magical based properties requires Non-Standard Defenses as it is acknowledged as not being something of standard physicality.
The Three Layers of Reality
In Chapter 27 of Curiosities of Lotus Asia, Reimu proceeds to explain how reality works to Rinnosuke and Marisa, where she explains in-depth the three layers of reality.
Rumia holds the distinction of being the first official Windows-era boss in the Touhou Project.
While Play, Doujin! localizes her name as "Lumia" in their translations, ZUN himself and the broader Touhou doujin community consistently use "Rumia."
Rumia's non-spell card attacks and her spell card Moon Sign "Moonlight Ray" share similarities with the attack patterns of Sara, the first stage boss from Mystic Square.
During her conversation with Rumia in Embodiment of Scarlet Devil, Marisa references the phrase "人類は十進法を採用しました" ("Mankind adopted the decimal system"). This line originates from MORI Hiroshi's novel 誰もいなくなった ~ Thirty Little Indians (Then There Were None ~ Thirty Little Indians), part of まどろみ消去 ~Missing under the Mistletoe (Slumber Erasing ~ Missing under the Mistletoe).

The author included this line to clarify that she did not spread her arms to form the shape of the character 十, but rather extended all ten fingers as if she had counted to ten.
The sigil for Rumia featured in The Grimoire of Marisa depicts a mistletoe.
Rumia was among the characters ZUN initially intended to include in Touhou Hisoutensoku. However, she was ultimately cut from the final roster.
An unused enemy sprite exists within the files of Embodiment of Scarlet Devil that bears a resemblance to Rumia, though it features a different hat in place of her ribbon and performs a distinct animation. Little is known about this sprite, but it appears to be an early iteration of Rumia's design.

Stage 1 boss. A youkai.
She is of no importance to the story, and isn't up to anything in particular in her life. The ribbon tied to her hair is actually a charm; she can't touch it even though there have been times when she wanted to take it off.
There is no evidence of her ability to manipulate darkness in the game, but in truth, places around her are always as dark as night.
Total of three card attacks.
It's been a long time since the last title, so I wanted to have a character that had an element of surprise, and here she is. She's a girl with a power that controls darkness, but her first line is so casual and cheerful showing up with an "Is that so~." I like her because she's the representation of Touhou's distorted setting, where the strong have become weak.
Although she's not an important figure in the narrative, her ability to be in the dark at any time was set to create an association with vampires who despise sunlight. Her ribbon was designed to have some secrets within, but it hasn't been used so far. (lol)
This is an argument that spawns from how small the characters look in different works, though this is moreso due to the "moe" artstyle Touhou tries to capture, in many of the manga characters look far older.
