Hugo is the creator of The Batter and The Queen. Hugo frequently coughs, and seems to be sickly and unwell. His age is not revealed at any point during the course of the game, although he appears to be a very young child.
Most of the known information about Hugo's life is revealed during the events of the Room. When "Father" left, Hugo remained in his room for a long while before his “mother”, the Queen, picked him up. During the time she was not there, Hugo made three friends—The Tall Mister, The Big Mister, and The Bird—from which point they decided to start the world anew, creating a zone for each of them to rule.

Standard Tactics: While Hugo hasn’t shown to be able to fight, it is very likely if he was to get into a fight he’d just create beings similar to The Batter or The Queen, he also likely controls the narrative for the battle as shown during the cutscene where Batter faces off against The Queen.

A lot of OFF’s explanations and concepts are very limited and require many different interpretations, thus making it difficult to completely ascertain what certain elements mean, thus using what one can piece together in game along with Mortis’ statements, we have supplied the following profile.
Hugo from how the game displays it had no real reason to fight back against Batter, from what Batter says and how the narrative points towards the Queen scene he no longer wanted to be in the room, so in all likelihood, Hugo only didn’t attack back because he had no desire to rather than being unable to.
Hugo being the son of The Batter and The Queen is a mistranslation of the first English version of OFF that was promptly fixed in subsequent translations.
