Background

Flash Man (フラッシュマン Furasshuman) is one of the 8 Robot Masters built by Dr. Wily and is fought by Mega Man in Mega Man 2. His special weapon is able to stop time itself for short periods of time. However, his normal bullet attacks aren't that strong. Flash Man also uses his power for mischief outside of combat. He is also considered a Masterpiece by Dr. Wily since he can fully stop time while Dr. Light's Time Man can only slow down time.

Weaknesses: Metal Blade, Ice Slasher and Crash Bomber. If his data is corrupted, he will be incapable of coming back.

Trivia

Flash Man was the only Mega Man 2 Robot Master not to be in Captain N: The Game Master. He was also the only Robot Master from Mega Man 2 other than Bubble Man to not make an appearance in the Mega Man animated series.
Flash Man is the third Robot Master to have only one hand. His predecessor was Air Man, who also appeared in the same game.
Ironically, while the Quick Boomerang deals no damage to Flash Man whatsoever in the games (Mega Man 2 and Mega Man: Dr. Wily's Revenge), Quick Man defeats him no less than twice with it in comic book adaptations of the series (Mega Man Megamix and Archie Comics' Mega Man).
