Vecna was born as a human, centuries ago as a member of the untouchable caste in the Flan city of Fleeth on Oerth. He was initially trained by his mother, Mazell, in the arts of magic, before she was executed by the government of Fleeth for practicing witchcraft. Vowing revenge, Vecna eventually assumed a mastery of the dark arts achieved by no mortal before or since. Some say this achievement was due to direct tutelage by Mok'slyk the Serpent, believed to be the personification of arcane magic itself.
 
At some point during his long life and unlife, Vecna undertook arduous researches into the nature of life itself in a hidden temple buried in the mines near what is now Diamond Lake; the site of this laboratory is now known as the Dark Cathedral.
Some nine hundred years after his birth, Vecna, now a lich and ruler of the Occluded Empire of Vecna, a great and terrible empire (in the Sheldomar Valley, centered near the modern-day Rushmoors) of the Flanaess, laid siege to the city of Fleeth with an army of arcane spellcasters and undead (VHotR). Legend has it that Vecna was nearly slain in this battle by clerics channeling the power of Pholtus, the god of light. The clerics unleashed a great burst of light, which hit Vecna primarily on his left side. Vecna was rescued and brought to safety by one of his wizard generals, a cambion named Acererak (who would one day himself become a mighty demilich).
 
Vecna eventually recovered. On the verge of conquering Fleeth, certain citizens of the city came before him to beg for mercy. They offered up the entire city and her wealth if only Vecna would spare the lives of her citizens. When Vecna was not satisfied, the officials offered their own lives. Vecna gave one of their number, Artau, and his family, over to his lieutenant, Kas, who spent the entire day torturing and murdering them before the other officials. Still unsatisfied, Vecna slaughtered all within the city, and had their heads stacked before the officials, with those of their family members prominent. Vecna then granted his mercy, granting the officials leave to depart, and promising them his protection for the rest of their lives.
At his empire's height, Vecna was betrayed and destroyed by his most trusted lieutenant, a human vampire called Kas the Bloody-Handed, using a magical sword that Vecna himself had crafted for him, now known as the Sword of Kas. Only his left hand and his eye survived the battle, perhaps because of the previous events in Fleeth.
 
Vecna did not stay gone forever, and returned to Oerth as a demigod of magic and secrets. In 581 CY, his cult helped set events in motion that would have granted him the power of a greater god, but the plan was ultimately foiled. In 586 CY, Vecna ended up imprisoned in the demiplane of Ravenloft, but broke free in 591, emerging with the power of a greater god after absorbing the power of Iuz. Vecna then entered the city of Sigil, where he came perilously close to rearranging all existence to his whims. When Vecna was ejected from Sigil by a party of adventurers, Iuz was freed and Vecna returned to Oerth greatly reduced in power, though still a lesser god.

Standard Equipment

  • Afterthought: A magical dagger that deals damage over time and prevents healing
  • The Hand and Eye of Vecna: Two pieces of Vecna, severed against his battle against Kas. They are now two artifacts that can equipped by one severing and replacing their own left eye and/or hand. Both artifacts will change the user to Neutral Evil alignment. The eye grants X-Ray vision, and allows the user to cast clairvoyance, crown of madness, disintegration, dominate monster, and eyebite. The hand increases the user's strength, have their physical attacks deal extra cold damage, and allows the user to cast finger of death, sleep, slow, and teleport. Combined, they grant the user the inability to be surprised, HP restoration, the ability to turn bones into jelly, immunity to diseases and poison, and a Wish every 30 days. It goes without saying that both artifacts have drawbacks: If you cast a spell with the eye, Vecna will possess you, and the hand makes the user do evil acts every so often.

  • The Book of Vile Darkness: A book created by Vecna and expanded upon by others. A mere glimpse into this book causes one to go mad, and much like the Eye and Hand of Vecna, can cause them to becomes Neutral Evil.

Notable Techniques

  • As a lich, he has the follwing:
    • Legendary Resistance: If Vecna fails a saving throw, he can choose to succeed instead.
    • Undying: If Vecna is slain, his soul refuses to accept its fate and lives on as a disembodied spirit that fashions a new body for itself after 1d100 years. Vecna’s soul can fashion a new body even if its old body was burned to ash or otherwise obliterated. When the new body is complete, Vecna regains all his hit points and becomes active again. Vecna’s new body appears anywhere within 100 miles of where Vecna was slain.
    • Flight of the Damned: Vecna conjures a torrent of flying, spectral entities that fill a 120-foot cone and pass through all creatures in that area before dissipating. Each creature in that area must make a DC 22 Constitution saving throw. On a failed save, the creature takes 36 (8d8) necrotic damage and is frightened of Vecna for 1 minute. On a successful save, the creature takes half as much damage and isn’t frightened. A frightened creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success.
    • Rotten Fate: Vecna causes necrotic magic to engulf one creature he can see within 120 feet of himself. The target must make a DC 22 Constitution saving throw, taking 96 (8d8 + 60) necrotic damage on a failed save, or half as much damage on a successful one. A Humanoid killed by this magic rises as a zombie (see the Monster Manual) at the start of Vecna’s next turn and acts immediately after Vecna in the initiative order. The zombie is under Vecna’s control.
    • Vile Teleportation: Vecna teleports, along with any equipment he is wearing or carrying, up to 30 feet to an unoccupied space he can see. He can cause each creature of his choice within 15 feet of his destination space to take 10 (3d6) psychic damage. If at least one creature takes this damage, Vecna regains 80 hit points.
    • Dread Counterspell: Vecna utters a dread word to interrupt a creature he can see that is casting a spell. If the spell is 4th level or lower, it fails and has no effect. If the spell is 5th level or higher, Vecna makes an Intelligence check (DC 10 + the spell’s level). On a success, the spell fails and has no effect. Whatever the spell’s level, the caster takes 10 (3d6) psychic damage if the spell fails.
    • Fell Rebuke: In response to being hit by an attack, Vecna utters a fell word, dealing 10 (3d6) necrotic damage to the attacker, and Vecna teleports, along with any equipment he is wearing or carrying, up to 30 feet to an unoccupied space he can see.

Other

Standard Tactics: Wildcard. Vecna is controlled by the Dungeon Master, doing whatever to give the party a hard time dealing with him. As a god, using his cosmic intelligence and 16 weeks of precognition, he can carefully plan how to deal with the opponent.

Weaknesses: The Sword of Kas is capable of nullifying his Immortality and Regeneration, though this item is singular in existence

Notes:

  • While Vecna theoretically should have a key for when he was a mortal being, the reason why he doesn't is due to how his backstory is shrouded in mystery and contradictions. This is because whoever is running the campaign has the freedom of being allowed to write his story for the campaign.
  • Some of these powers come from Halmadar using the Eye and Hand of Vecna rather than Vecna himself, but Vecna should upscale due to Halmadar using his eye and hand in the first place

  • Due to the high demand and power of Vecna's eye and hand, there spread a joke known as "The Head of Vecna". Like the Eye and Hand, it supposedly grants the user untold-of power. Also like the Eye and Hand, you must sever you own to put it on. This causes many to fight over who gets to sever their own head in order to put on... what is just an ordinary mummified head that does nothing. Not to mention, they literal decapitate themselves. They won't even know it's fake.
    • Vecna himself has heard of this joke. It cracks him up every time.
  • Vecna is an anagram of Vance, Jack Vance's surname. Jack Vance was a fantasy writer who inspired the magic system in DND.
    • The Eye and Hand of Vecna, on the other hand, were inspired by similar items from the Eternal Champion series by Micheal Moorcock. The items are the Hand of Kwll and the Eye of Rhynn.
